Settings is one destination with two groups: My preferences and Company
Everything you can configure lives under Settings, split by who it belongs to.
The settings rail has two groups. My preferences holds the choices that are yours alone and follow you across devices. Company holds the choices that apply to everyone in the organization. The group is part of the address, so every page can be bookmarked and shared, and you can always tell from the URL whether a change affects only you or the whole company.

The rail shows what your role can actually open.
If your role does not include a company-level permission, the pages it would unlock are not listed at all. Nothing is shown greyed out or locked. A row you can see is a row you can open. My preferences is always available to everyone on every plan, because personal preferences are part of using the product rather than something to unlock.
Service settings stay inside the Service hub.
Queues, SLA policies, macros, the help center, the answer bot, and autonomy are configured at Service > Settings, not in the global settings rail. They sit beside the inbox they govern, so you can change a routing rule and see it take effect without leaving the hub. The Company group links straight through to them. Your own service preferences are different: inbox density and saved views are personal, so they live under My preferences and are mirrored by the gear on the Service hub itself.
